可以说说为什么不选C吗？

a flat tire的意思是没气的轮胎、瘪了的轮胎。只有和have或get合用时才有爆胎的意思，如have/get a flat tire。所以the flat tire作主语，意思仅仅是没气的轮胎的意思，是无法用happen作谓语的。这不符合英语表达习惯。
