2 I don't know who he is?还是I don't know who is he?
网上搜了一下，都觉得I don't know who he is是对的，但为什么不能把who is he视为陈述句语序，其中who做主语呢？就像I don't know what's the matter?中what是主语一样。

英语常用词疑难用法手册指出，matter的一个特殊搭配和用法是：the matter (the不可缺少)放在something, anything, nothing后面或是作为系动词的表语，可以理解为相当于形容词wrong，这里的定冠词the没有定指意义。
Something is the matter (= is wrong) with the TV set.所以在I don't know what's the matter?这个句子，what其实就是主语，也就是说本句话是针对主语进行提问的,结构是what（主语）+is(系动词)+the matter（表语），所以这个句子本来就是陈述语序了。
而在I don't know who he is.这句话中，这个who是占据了宾语的位置，也就是说提问的是宾语。所以它原来的语序是he（主语）+ is（系动词）+表语

I don't know who he is. 正确。
I don't know who is he. 错误。
I don't know who he is? 这句话的主句是一个陈述句，句尾应该是句号：I don't know who he is.
who is he? 他是谁？这句话充当了另外一个句子I don't know 的宾语，是一个宾语从句。所有的从句都要用陈述语气。
what's the matter with you. 本身是对主语提问得来的 Something is the matter with you. 所以这个问句本身就是陈述语气。
而 who is he 是对 He is Tom. 这句话的表语提问得来的，本身不是陈述语气，所以它作从句，要把它变成陈述语气 who he is 放到从句的位置。
