过去分词forced的用法

例如：forced relocation to a job in another city，forced为force的过去分词，这里表示的过去分词的意义/用法是什么？，表示被动吗？如果是被动的话，这个短语改为：relocation to a job in another city is forced,这样对吗？

同理，a forced sale of his property，是否也表示被动，短语是否可以改为：sale of his property is forced.
