问题 hard to deal with作定语时的分析

It is a matter hard to deal with.红色部分应该是看作形容词做定语呢，还是应该看作不定式做定语呢？谢谢老师的回答。疑惑： hard to deal with 动作性要比形容词性更强，所以我觉得是不定式起的形容作用要比hard 大一些。
