二个逗号之间的分句并不是关系分句，而是插入语分句。我用一个简单的例子说明。He said that Tom is a good boy. 这个句子中，主句是He said, that从句是宾语从句。有时为了突出宾语从句所表达的信息，则把宾语从句改为主句，原来的主句改为插入语，用逗号分隔，得到如下的句子：Tom, he said, is a good boy. 或者 Tom is a good boy, he said. 你的句子就是这样的结构。
