请问老师，这是21年四级真题里的一段内容lonelinessPublic health experts in many countries are debating how to address widespread loneliness in our society. 解析上说这句话是由how引导的宾语从句，可是它所谓的“宾语从句”中并没有谓语出现只有个非谓语，请问老师这是不是解析说错了？如果解析说错了那么又改如何分析how后面的内容呢？

这里的 how to address ... 是“疑问词+动词不定式短语”结构，作are debating 的宾语。
