intend for sb to do sth 还是应该是 intend sb to do sth呢？

老师：这是intend for sb to do sth结构吗？还是应该是intend sb to do sth呢？"interfere with the joint sessions solemn constitutional duty..."这里是with复合结构吗？没搞懂quote"..."引号里那句话是什么意思？

1.intend for sb to do sth和intend sb to do sth都对。前者是美国英语用法，后者是英国英语用法。2.interfere with ...干扰...。引号里那句话意思是“干扰联席会议证明2020年总统选举结果的庄严宪法义务”。
