that there is to it 为定语从句修饰all, 关系代词that在定语从句中作真正主语，从句为there存在句。此时的关系代词that是可以省略的。

这句话里，

1. the ignorant 无知者与 the learned 博学者对应

2. to it 里的it理解为education可能比较简明。

But that is not all there is to it. 字面的含义：但那并不是对于教育而言的现有理念的全部。

there is 是定从，there be句型前的that常省略；

to it 是关系状语或方向状语 (我不知道有没有这样的名词，自取的名字)

3. 后面一句话非常有哲理：教育本身就是由颠覆分子塑造的
