1 这是形容词的名词化,相当于含有表示特征、性质之类的名词。2 因为助动词had是弱读的词项,both要放在弱读的操作词之后。3 都是过去完成时。

1 是的。2 补充说明Wallis Island。3 this time显然指1989年。用by而没有用at,就是强调经过一段之间之后的这个时间。用at在没有这层意思。
